Ontario's four-year rental inspection cycle
About 22,600 Ontario households rent, roughly 42% of the city, and around 11,100 homes sit in buildings with five or more units, including some 5,300 in complexes of 50 units or more. The city runs a Rental Inspection Program, formally the Systematic Health and Safety Inspection Program, in which city staff check rental units older than seven years once every four years for interior and exterior code violations and give owners 30 days to correct what they find.
Four years is a long gap for German cockroaches, which breed indoors all year. The program does allow out-of-cycle inspections when the city receives a complaint, but the first people to notice roaches are almost always tenants and on-site managers. We work with both: a tenant can call about their own unit, and a manager can have us inspect the units that share plumbing walls and keep a written record of what was found and treated.

Half built before 1980, one in seven since 2010
Census estimates put the median Ontario home at 1980. About 12,800 homes went up before 1960 and nearly 2,900 before 1940, while roughly 8,000 have been built since 2010. The city also has about 2,200 mobile homes. That spread means two Ontario addresses a few miles apart can have very different cockroach problems.
In older houses and apartment buildings, decades of plumbing repairs tend to leave gaps around drain lines, cleanouts and slab penetrations, which are the routes UC IPM describes the large American cockroach using to come up from sewers. Newer construction is usually tighter, so German cockroaches are more likely to arrive inside moving boxes, grocery cartons or a secondhand appliance. We confirm the species first, because one calls for drain and perimeter work and the other for bait inside cabinets and appliances.

Summer highs near 95°F at Ontario International Airport
Federal climate normals for Ontario International Airport show average daily highs of 93.8°F in July and 94.9°F in August, and the normal high stays above 82°F from June through October. At Los Angeles International Airport the August normal is 76.7°F. UC IPM gives temperatures above 82°F as the American cockroach's preferred range and notes that the invasive Turkestan cockroach is spreading through warm, dry parts of Southern California.
Those conditions likely keep outdoor species active in Ontario for more of the year than near the coast. Water meter boxes, irrigation valve boxes, cracks in block walls and shaded garages are typical places for them to gather before they wander under a door at night. For Ontario homes we treat those outdoor sites, check door sweeps and garage seals, and recommend keeping seldom-used floor drains filled with water.
The West Valley Mosquito and Vector Control District, headquartered in Ontario, serves the city along with Chino, Chino Hills, Montclair, Rancho Cucamonga and Upland. Its published services center on mosquitoes and other disease vectors, and none of the district pages we reviewed mention cockroaches, so roaches on private property are generally left to owners and licensed pest control companies.

Ontario restaurants answer to San Bernardino County inspectors
Restaurants, markets, bakeries and other food facilities in Ontario are inspected by San Bernardino County Environmental Health Services. The county inspects restaurants twice a year under a risk-based plan, starts each inspection at 100 points and posts a letter grade. Its inspection guide lists cockroach and rodent infestations among the immediate dangers that close a facility regardless of its grade, and a closure on the last graded inspection adds an extra billable elevated-risk inspection.
The county's weekly closure list is republished by local papers. In the dozen weekly lists we reviewed from late June to early October 2026, the county closed food businesses for cockroach infestations in nearby Upland, Chino, Fontana and Rancho Cucamonga; we did not find an Ontario business among them. For Ontario kitchens we schedule service before opening or after close, use food-safe gel baits and growth regulators instead of broadcast spraying, and log each visit for the inspector.
