Senior households and a low-exposure plan
Duarte's 2021–2029 Housing Element counts about 2,270 senior households, 32% of the city's total. It lists several affordable senior apartment complexes ranging from 42 to 119 units, plus a 147-unit retirement community, and names the City of Hope medical campus, with about 5,200 employees, as the city's largest employer.
German cockroaches are a health concern as well as a nuisance: UC IPM ties indoor infestations to allergens and asthma. For older residents, and for anyone at home who is recovering from medical treatment, we keep the work targeted, with small gel bait placements inside cracks and hinges and an insect growth regulator in the voids where roaches hide, rather than product on open surfaces. Tell us about health conditions in the household when you book, and the technician will go over each product and any precautions in English or Spanish.

What the city's own housing survey found
The Housing Element reports that 91% of Duarte's housing was built before 1989. The city's Code Enforcement Division estimated that about 1,100 older owner-occupied homes need structural repairs and about 280 older rental units need improvements. In February 2018, code enforcement staff surveyed 17 older multifamily properties from the outside and flagged those in poor condition, which together held 109 units in significant need of repair. Census estimates put the median Duarte home at 1968, with about 3,000 homes built in the 1940s and 1950s.
Worn plumbing, loose cabinet backs and gaps around pipes are not an infestation by themselves, but they are the warm, damp hiding places German cockroaches use, and slow leaks give them water. When we treat an older Duarte home or apartment, the visit ends with a list of the specific gaps and leaks to fix, so the bait is not working against the building.

Large complexes, county inspections and who to call
About 940 Duarte homes, 12% of the total, sit in complexes of 50 units or more, and 39% of households rent. In a complex that size, a colony rarely stays in one apartment; it tends to reach neighboring units and shared trash, mail and utility rooms.
LA County Environmental Health inspects Duarte's restaurants and rental housing, and its housing guide treats live cockroaches inside an apartment as a critical violation. Buildings of five or more units get an unannounced routine inspection every year. We inspect connected units with management's approval and keep a service log for each visit.
Duarte's mosquito agency, the San Gabriel Valley Mosquito and Vector Control District, does not take cockroach cases. If a rental's cockroach problem is being ignored, LA County Environmental Health takes housing complaints at (888) 700-9995.
